A 46-year-old Lowell man is being held on bail tonight after he was arrested for the second time since last week for exposing himself in downtown Lowell.
Pictured below surrounded by officers is Michael Sullivan, 46, of 95 Nesmith St., Lowell, who was arrested tonight about 10:25 p.m.
Police got a call about 10:20 p.m., reporting that a man had just exposed himself and made an obscene gesture to a woman as the woman drove past. Officers found Sullivan at Merrimack and Central streets downtown. The victim identified Sullivan, and off he went in the wagon.
It was Oct. 25 when Sullivan was arrested in the same location, at about the same time of night, for pretty much the same offense.
On that night, police got calls about a man exposing himself to passing motorists. None of those motorists stayed in the area to identify the suspect, but when officers approached Merrimack and Central streets they saw Sullivan standing there with his sweatpants pulled down, according to police.
And that was really all it took. On Oct. 25, Sullivan was charged with indecent exposure.
Tonight, since police say they were told Sullivan made an obscene gesture while exposing himself, Sullivan was charged with a more serious count of open and gross lewdness, which is a felony.
